Moving from Bangalore to another city, whether to Mumbai, Hyderabad, Chennai, Pune, Delhi NCR or Kochi, comes down to four jobs, which are choosing a mover who surveys your home and quotes in writing, keeping the goods receipt and inventory, sorting out a car or bike's registration, and changing your address once you arrive.

We handle household and office moves between cities in India, run from our offices in Bangalore, Mumbai, Hyderabad and Kochi. This guide sets out the rules behind each job and what to ask every mover. Each rule links to the official page it rests on.

What does a move from Bangalore to another city involve?

A move from Bangalore to another city involves the same packing as a move across town, plus a long road journey in a closed truck, so the papers that travel with the load, the value you declare on it and what happens to a car or bike matter more than they do on a local shift.

On packing day, the packers wrap furniture, pack cartons and list each one on an inventory. The load then travels by road to your new city. At the other end, the goods are unloaded, checked against that inventory and placed in your new home.

Packing is the part you can see on the day. For how furniture and fragile things are packed for a long road journey, see packing services.

The order to plan in

Each step needs something the step before it settles. This guide gives the order, not a timetable:

  1. Decide what goes, then ask movers to survey your home, showing them every room
  2. Compare the quotes line by line, using the list below
  3. Book, and agree the declared value and the transit policy in writing
  4. Apply for the vehicle's NOC, or check whether BH series applies to you
  5. On packing day, check the inventory before you sign it
  6. At delivery, check cartons against the inventory and note any damage on the receipt
  7. Change your address, starting with Aadhaar
Good to know

Carry your ID, the vehicle's papers, medicines, jewellery and the goods receipt with you, not in the truck.

If your new home won't be ready on delivery day, storage can hold the goods until it is.

Which papers does a move to another state need?

A move of your own used furniture and belongings to another state needs no GST e-way bill, because the CGST Rules list used personal and household effects among the goods for which no e-way bill is required, but you should still keep the goods receipt, the inventory and your own identity papers to hand.

Rule 138(14) of the CGST Rules says no e-way bill is needed for the goods in its Annexure. Item 7 of that Annexure reads used personal and household effects (GST Council, Notification 12/2018–Central Tax).

Keep these papers with you, not in the truck:

  • The goods receipt, which the carrier issues when it takes your goods
  • The inventory of every carton and piece of furniture, signed on packing day
  • The quote and the value declared for the goods
  • Your ID and, for a car or bike, its registration certificate and NOC

Under the Carriage by Road Act, 2007, the sender signs a goods forwarding note that declares the value of the goods. The carrier then issues a goods receipt (the Indian Economic Service’s summary of the Act).

Watch out

The Annexure says used effects. If the load carries new goods still in their boxes, or goods for a business, ask your mover how it treats them.

An office is a different case, because its furniture and IT belong to a business. GST Network’s e-way bill FAQ says an e-way bill can be needed even when goods move for reasons other than supply. The comparison of office moves within India and abroad goes further.

How do you move a car or bike to another state?

You can take a Karnataka-registered car or bike to your new city, but section 47 of the Motor Vehicles Act lets you keep it in another state for not more than 12 months, so within that time it needs a new registration mark there, which starts with a no objection certificate from the RTO in Bangalore.

These are the steps, in the order the Ministry of Road Transport and Highways gives them:

  1. A no objection certificate (NOC) from Karnataka, issued in Form 28
  2. Road tax in the new state, paid on a pro rata basis
  3. A new registration mark in the new state, applied for in Form 27 with the NOC
  4. A claim to Karnataka for a pro rata refund of the road tax already paid

The Ministry of Road Transport and Highways says the refund process varies from one state to another. The form numbers are from the Andhra Pradesh Transport Department.

Section 49 of the same Act asks an owner to report a new address within 30 days of moving. If the new address is in another state, any registering authority there can record it, as Odisha’s State Transport Authority quotes the Act.

BH-series vehicles

A vehicle with a BH-series registration mark needs no new mark when its owner moves to another state. The series is voluntary.

It is open to defence personnel and to Central and State government and public sector employees. Private sector staff qualify if their company has offices in four or more states or union territories.

It began for new vehicles in 2021. Since a December 2022 amendment by the Ministry of Road Transport and Highways, an eligible owner can convert a vehicle with a regular mark by paying the tax due.

How are your goods protected on the road?

Your goods are protected on the road by two separate things, the carrier's liability, which sections 10 and 11 of the Carriage by Road Act limit unless you agree to pay a higher risk rate, and any transit policy, which pays according to its clause, so ask your mover in writing about both.

Under the Carriage by Road Rules, 2011, a road carrier's liability for loss or damage is limited to ten times the freight. It is never more than the value declared on the goods forwarding note (the Indian Economic Service’s summary). The higher risk rate is set out in sections 10 and 11 of the Act (PRS Legislative Research’s copy of the Act).

So the declared value matters twice. Set it at what your things would cost to replace, and keep the goods receipt that records it.

A transit policy is separate from the carrier's liability. Within India, a policy can give all-risk cover under Inland Transit Clause (A), or cover for named perils only under Clause (B). These clauses apply to road and rail transit, as New India Assurance’s product sheet sets out.

Named perils means only the events the policy lists, such as fire or the truck overturning. Ask which clause applies, who holds the policy and how a claim is made.

Note

If a dispute with a mover can't be settled, the National Consumer Helpline takes grievances on its toll-free number 1915, online and on WhatsApp.

Which addresses should you change after the move?

Change your address on your Aadhaar and, if you take a car or bike, on its registration certificate first, because both follow a set official process, and then tell your bank, your employer and your gas distributor about the move to your new city.

Work through this list:

  • Aadhaar, online on the myAadhaar portal with an OTP to your registered mobile, or at an Aadhaar Enrolment Centre
  • The vehicle's registration certificate, within 30 days of moving
  • Your bank, so statements and cards reach you
  • Your employer, for payroll and tax records
  • Your LPG distributor, before you leave, to ask how to close or move the connection

For an online update, UIDAI asks you to upload a proof of the new address. If a later move takes you abroad, start with international moving from India.

How do you choose a mover for a move out of Bangalore?

Choose a mover by asking each one to survey your home and give a written, itemised quote for the same job, with the declared value, the transit policy's clause and the delivery terms set out, because quotes that look far apart can be pricing different jobs.

A quote with one total and no lines gives you nothing to compare.

To see several quotes side by side, a marketplace of verified packers and movers in Bangalore lets you check each one against the list below.

Then ask IMove for a quote and check it against the same list. For moves abroad and other questions, see all our guides.

What should you have ready, and what should you ask every mover?

Have these answers ready before any mover surveys your home, and ask every mover the same questions, because each answer changes what a mover has to plan and price, and the same list lets you compare the quotes you get back on the same terms.

Have ready

  • Your date and new address, with lift or parking limits at both ends
  • A room-by-room list of what goes and what stays
  • Fragile, heavy or valuable items, such as a piano or artwork
  • Whether a car or bike goes too, and its papers
  • Whether the goods need storage first

Ask every mover

  • Is the price door to door, and what does it leave out?
  • Who carries the goods, and who issues the goods receipt?
  • What value will the goods receipt declare, and what is your liability?
  • Is there a transit policy, under which clause, and who claims?
  • Are the goods loaded alone or with someone else’s?
  • How do you report and settle damage found at delivery?

Questions about moving from Bangalore to another city

Do you need an e-way bill to move household goods to another state?

No, not for your own used things, because rule 138(14) of the CGST Rules says no e-way bill is required for the goods listed in its Annexure, and that list names used personal and household effects, though new goods or business goods in the same load are a different question. Ask your mover how it treats them.

How long can a Karnataka-registered car stay in another state?

Section 47 of the Motor Vehicles Act lets a vehicle registered in one state stay in another for not more than 12 months, and within that time it needs a new registration mark from the new state’s registering authority, which starts with a no objection certificate from the RTO in Karnataka. A BH-series vehicle is the exception.

Can you keep your number plate when you move to another state?

Not beyond 12 months, unless your vehicle has a BH-series registration mark, which needs no new mark when its owner moves to another state and is open to defence personnel, government and public sector employees and staff of private companies with offices in four or more states or union territories. Since December 2022, an eligible owner can convert a vehicle with a regular mark by paying the tax due.

What can you do if a mover damages your goods?

Note the damage on the delivery papers before you sign, then claim in writing against the goods receipt and the declared value, and under the transit policy if there is one, and if the mover will not settle, register a grievance with the National Consumer Helpline on its toll-free number 1915. A road carrier’s liability is limited to ten times the freight, and never more than the declared value. Sections 10 and 11 of the Carriage by Road Act let an agreed higher risk rate replace that limit with the agreed terms.
